Virginia Venture Partners (VVP), VIPC's venture capital program, makes direct equity investments in Virginia-based startups with high potential for achieving rapid growth and generating significant economic return for entrepreneurs, co-investors, and the Commonwealth of Virginia. VVP backs talented, highly skilled teams building transformative, high-growth Virginia companies with the potential to disrupt industries in technology, cybersecurity, life sciences, energy, and aerospace sectors. Since its inception in 2004, VVP has helped catalyze investment in more than 300 startups and attract more than $2 billion of private industry capital into Virginia, resulting in 35x capital leverage. Through its tiered funding model — spanning Launch Grants, Launch Notes, Pre-Seed investments (up to $250,000), and Seed investments (up to $1 million) — VVP provides critical support at the earliest stages of company formation, typically investing 12–36 months in advance of a Series A. VIPC also operates Virginia Invests, a $100M fund-of-funds initiative backed by U.S. Treasury SSBCI funding, designed to catalyze and attract $250 million into more than 100 high-growth Virginia startups — with a particular focus on female, Black, Hispanic, Veteran, and rural-based founders.
