Innovatiefonds Noord-Holland B.V.

Innovatiefonds Noord-Holland is a public-private fund founded in 2018 by the Province of Noord-Holland, the University of Amsterdam, Hogeschool van Amsterdam, Amsterdam UMC, and Sanquin, with support from the European Regional Development Fund. The fund provides convertible loans of €50,000–€450,000 to early-stage startups and innovative SMEs (up to 5 years old) statutorily based in the Province of Noord-Holland, specifically targeting Proof-of-Concept projects at Technology Readiness Levels (TRL) 3–5. The fund describes itself as typically the first investor in a company, supporting the technical and commercial validation stage to enable follow-on investment. It invests across a wide range of sectors — from deep tech, life sciences, and healthtech to energy, software, and fintech — and is recognised as one of the three most active investors in the Netherlands (per Dealroom). High-risk, early-stage innovation is explicitly welcomed.
